Dr.: You have done fantastic work. My only hesitation is that the term “weapons” is hard to determine. Anything can be used as a weapon. I reckon you already recognize this ambiguity, which is probably incapable of being removed from any such treaty. The emphasis should be on the nature, purpose, and use of anything as a “the makings or intended weapon.” ( e.g., we can’t ban explosives that are used to help in construction projects).
